Ah, Excel Saga. One of the first anime I ever collected. Such a strange STRANGE series.
Whenever people ask me which series I would recommend that can be enjoyed equally while either sober or high, I always say:
-FLCL
-Magical Shopping Arcade Abenobashi
-Excel Saga

Another good one is Cromartie High. No matter how many times I watch it, I laugh. It's also an excellent indicator of people's sense of humor. We're generally more likely to be friends with people who also find this series funny.

Any Nabeshin series would probably fall into that category.
